Windsor Framework guidelines 🇬🇧

Windsor Framework is a post-Brexit legal agreement among the European Union (EU) and the United Kingdom (UK) which rules the goods exchange from Great Britain (GB) to Northern Ireland (NI), coming into force on March 31st 2025.

1. Windsor Framework in brief 🇬🇧

Windsor Framework distinguish three different types of shipments from Great Britain (GB) to Northern Ireland (NI):

  • B2C shipment: the receiver is a private person

  • B2B Not at Risk shipment (Green Lane): the receiver is a company and goods are not at risk of moving into the EU (value ≤ £135)

  • B2B at Risk shipment (Red Lane): the receiver is a company and goods are at risk of moving into the EU (value > £135).

In any of the above cases ShippyPro will ask you to send Goods description, weight (by item), value (by item), country of origin and HS Code/Tariff Code (by item). In addition you should add your VAT (UK), EORI, and UKIMS numbers in your Profile.

 

2. Include a detailed items description

All shipments will require a detailed items description included inside the Invoice (description as "spare parts", "samples", "gift" won't be accepted).

Weight value

Insert the single items weight and be sure that it is coherent with the total shipment weight.

Items value

Insert the single items value and be sure that it is coherent with the total declared value.

Country of Origin

Insert the country of origin for each single item.

HS Code

The HS Code is the Harmonized Code referring to the specific product that you're shipping, you can check here what's your HS Code.

EORI and UKIMS Numbers

As new mandatory data, you'd require to add your EORI Number from My Profile > Sender Info.

If you are shipping Not At Risk shipments you should add your UKIMS Number as well.

 

Please note that if the UKIMS Number is not present in your profile, ShippyPro will automatically consider your shipment as At Risk.

What is UKIMS Number?

The UKIMS Number refers to a unique reference number used in the UK’s Internal Market Scheme (UKIMS). It is assigned (not automatically, but under request of the company) to businesses that are registered under the UK Internal Market Scheme (UKIMS).

Why not all the carriers require UKIMS Number? 
If the carrier provides only B2C services or if it obtains the number from other sources (e.g. the carrier itself has already acquired the UKIMS number from the customer, or the UKIMS number is present on invoices) there is no need for ShippyPro to transmit it in the Ship calls.

 

Are there any type of goods not allowed in Green Lane?

Goods are categorised as either Category 1, Category 2, or Standard goods:

  • Category 1 goods are not eligible
  • Standard and Category 2 goods are eligible
Category 1 comprises Goods requiring special licenses or controls: Items that necessitate specific licenses or are under special health, licensing, or environmental controls.

My shipments are in error

If your shipments are experiencing errors, please ensure that the service you are using is active in your contract and compatible with the type of shipment. Contact your account representative to verify that the service you are utilizing is correctly set up in your agreement.

If the issue persists, double-check that all shipment details are accurately filled out, including the country of origin, HS code, quantity, description, value, and currency. Additionally, confirm that the total declared value and total weight align with the information provided for the shipment.
